How Is an Innovate UK Application Scored?
The five stages between the 11:00am close and a funding decision, the ten questions assessors mark, and what the 1 to 10 scale means for how you write. Everything here is from UKRI's published guidance and a live competition brief, quoted where it matters.
How does Innovate UK score an application?
Innovate UK scores an application in stages. A competition manager first checks eligibility, including whether your answers are of sufficient quality and length, and an Innovation Lead then checks scope by reading only your answer to the scope question; that decision is final. In-scope applications go to five, three or one independent assessors, as the competition brief specifies, and they cannot see each other's marks. Each scored question is marked from 1 to 10. A current Growth Catalyst brief has ten scored questions of up to 400 words each, from need or challenge through to costs and value for money. Applications are ranked by their average assessor score. The top ones are recommended if they clear a minimum quality threshold, whose value Innovate UK does not publish, and fit the competition's portfolio, which means a project scoring lower than yours can be funded instead.
The five stages
| Stage | Who | What happens |
|---|---|---|
| 1. Eligibility check | Competition manager | Checks you meet the brief, including whether your answers are “of sufficient quality and length”. |
| 2. Scope check | Innovation Lead | Reads only your answer to the scope question. The decision “is final and cannot be questioned”. |
| 3. Independent assessment | Five, three or one assessors, as the brief states | Each marks every scored question from 1 to 10, without seeing the others’ scores. |
| 4. Ranking and moderation | Innovation Lead and Competition Manager | Applications are ranked by average assessor score; the panel sheet is reviewed and moderated. |
| 5. Funding decision | Funder’s panel | Top applications above a minimum quality threshold are recommended, subject to the portfolio. |
Two of these stages can end your application before any assessor reads it. The eligibility check covers quality and length as well as the rules, so a thin answer can fail it. The scope check reads one answer only, so the scope question deserves more care than its word count suggests.
The questions assessors mark
Question sets vary by competition, so always work from your brief. The current Growth Catalyst Investor Partnerships brief is typical: seven unscored questions first (location, animal testing, permits, international collaboration, export licence, Trusted Research and your investor partner), then ten scored questions of up to 400 words each.
| Question | Topic | Marked |
|---|---|---|
| Q8 | Need or challenge | 1 to 10, up to 400 words |
| Q9 | Approach and innovation | 1 to 10, up to 400 words |
| Q10 | Team and resources | 1 to 10, up to 400 words |
| Q11 | Market awareness | 1 to 10, up to 400 words |
| Q12 | Outcomes and route to market | 1 to 10, up to 400 words |
| Q13 | Wider impacts | 1 to 10, up to 400 words |
| Q14 | Project management | 1 to 10, up to 400 words |
| Q15 | Risks | 1 to 10, up to 400 words |
| Q16 | Added value | 1 to 10, up to 400 words |
| Q17 | Costs and value for money | 1 to 10, up to 400 words |
That competition adds a twist worth knowing about: funding depends on three factors, and only one, innovation, is scored by the assessors. Additionality and traction are scored by Innovate UK's investor team, and the brief says “you must score strong across all three factors”.
What the 1 to 10 scale means for how you write
The assessor guidance asks assessors to mark each question “between 1 and 10 (1 being the lowest and 10 being the highest)”, against descriptors in five bands: 9 to 10, 7 to 8, 5 to 6, 3 to 4 and 1 to 2. Innovate UK publishes no weighting and ranks on the average, so three practical consequences follow. These are our reading, not Innovate UK's words.
- There are no minor questions. A 4 on risks costs you as much as a 4 on innovation. Applicants routinely pour effort into the approach and leave project management, risks and added value thin.
- Each answer is read on its own. Assessors mark question by question. Evidence that sits in your market answer does not lift your outcomes answer unless you repeat or point to it.
- The middle band is where good projects die. An answer that is correct but generic tends to land at 5 to 6. The higher bands reward specifics an assessor can check: named customers, numbers, costs that tie to the work plan.
The threshold and the portfolio
UKRI says the highest-ranked applications are recommended for funding “subject to meeting a minimum quality threshold and any portfolio approach”, and is explicit about what that means: “a proposal that scores less than yours is successful” is possible. The threshold's value is not published; figures of around 70 per cent come from consultancies, not Innovate UK. Final approval sits with the funder's panel. Feedback is “not provided for every competition”, and there is no appeals process. For how often applications succeed, see Innovate UK success rates.
Check your draft the way an assessor will
EchoGrant's £250 Full Assessment scores an application you have already drafted against each of the competition's published criteria and returns written feedback: which answers would land in the lower bands, why, and what to change before you submit. It does not guarantee an award, because no one can; it tells you where you are losing marks while you can still fix them.
Questions people ask
How is an Innovate UK application scored?
After eligibility and scope checks, independent assessors mark each scored question from 1 to 10, without seeing each other’s marks. UKRI says an application may be assessed by five, three or one assessor, depending on the competition brief. Applications are ranked by their average assessor score, and the top ones are recommended for funding if they meet a minimum quality threshold and fit the competition’s portfolio. Checked against UKRI guidance on 12 October 2026.
How many assessors review an Innovate UK application?
Five, three or one, depending on the competition. UKRI’s guidance says “your application may be assessed by five, three or one assessor depending on the competition criteria stated in the specific brief”. The current Growth Catalyst Investor Partnerships brief, for example, uses three independent assessors. Check the brief for your competition.
What score do you need to win Innovate UK funding?
Innovate UK does not publish the number. Its guidance says applications are recommended “subject to meeting a minimum quality threshold and any portfolio approach”, and a current brief lists “your average score was not above the funding threshold” as a reason for not being funded. Some consultancies say about 70 per cent is needed; that is their estimate, not an Innovate UK figure. Because of portfolio balancing, a project scoring lower than yours can be funded instead.
Are Innovate UK questions weighted?
Innovate UK does not publish a weighting. Its guidance says applications are ranked by the average assessor score. In practice every scored question carries the same 1 to 10 scale, so a weak answer to a question you think is minor, such as risks or added value, costs as much as a weak answer to the innovation question.
Do you get feedback if your Innovate UK application fails?
Sometimes. UKRI says “assessor feedback is not provided for every competition”; where it is, successful and unsuccessful applicants see it on the Innovation Funding Service dashboard. There is no appeals process, and the scope decision is final.
